Provincial Nominee Programs (PNPs) of Canada are the key pathways to obtain permanent residency in Canada, especially, for the individuals, who have low point score or low CRS (Comprehensive Ranking System) to apply in Express Entry like popular immigration programs of Canada.

However, when it comes to Canada immigration through PNPs, the job offer requirement is one thing that bothers most of the applicants.

Well, there are multiple Provincial Nominee Programs (PNPs) in Canada that provide a pathway to Canadian permanent residency without even asking for a job offer from Canada.

Ontario Immigrant Nominee Program (OINP) - Human Capital Priorities Stream

Ontario Immigrant Nominee Program (OINP) is the PNP that belong to Ontario Province in Canada. OINP comprise multiple categories or streams to invite immigrant in the province under various categories. The OINP Express Entry Human Capital Priorities Stream is the key pathway to apply a for nomination in the OINP without any job offer.

If you have an active express entry profile (with CRS score above 400 points), OINP can issue you notification of interest (NOI) to apply for nomination OINP. If you are selected for nomination, you will get 600 additional CRS points in the express entry. Saskatchewan Immigrant Nominee Program (OINP) - International Skilled Worker: Saskatchewan Express Entry and Occupation In-Demand

Saskatchewan Immigrant Nominee Program (OINP) is the PNP that belong to Saskatchewan Province in Canada.   • score a minimum of 60 points out of 100 on the SINP point assessment grid
  • at least one year of continuous paid full-time work experience in Skill Type 0 or Skill Level A or B obtained within the last ten years and that’s included on the SINP In-Demand Occupation List
  • must have at least a 1-year Canadian diploma, certificate or degree or its equivalent in another country assessed by one of the following organizations, designated by IRCC
  • must be able to understand, read, write and speak either English or French at a Canadian Language Benchmark (CLB) level 4 or higher
  • must have enough money to support yourself and your dependent family members when you settle in Canada

Nova Scotia Nominee Program (NSNP) - Demand: Express Entry: Category B

Nova Scotia Nominee Program (NSNP) is the PNP that belong to Nova Scotia Province in Canada. The NSNP comprise multiple categories or streams to invite immigrant in the province under various categories. Alberta Immigrant Nominee Program (AINP) - Alberta Express Entry Stream

Alberta Immigrant Nominee Program (AINP) is the PNP that belong to Alberta Province in Canada. AINP comprise multiple categories or streams to invite immigrant in the province under various categories. The AINP Alberta Express Entry Stream is the key pathway to apply a for nomination in the AINP without any job offer.

  • under FSWP, you must score at least 67 points on the six selection factors (education, language skills, work experience, age, arranged employment in Canada and adaptability)

Quebec Skilled Worker Program (QSWP)

Quebec Skilled Worker Program is the immigration program for the Quebec province. This province also offers immigration without the job offer. This program has no connection with the Express Entry System. Prospective immigrants who apply to the Skilled Worker Quebec Program are evaluated according to a selection grid of factors, and applicants who score enough points are given a Quebec Selection Certificate (CSQ) which they can then use to apply for Canadian permanent residency.

Eligibility for the Quebec Immigration Skilled Worker Program is determined by nine selection factors. To qualify for immigration to Canada as a Quebec-selected skilled worker, a solo applicant must score at least 50 points. Potential immigrants who apply with a spouse or a common-law partner must score at least 59 points in order to be eligible for the QSW Program.

Note that not everyone with a passing score will be invited to apply for a QSC. Other elements will be considered when issuing invitations, including applicants’ ability to successfully stay in Quebec, their region of destination, whether there is a shortage in their occupation in Quebec, and whether their country of origin is affected by a humanitarian crisis.

Immigration to Quebec without speaking French is possible through the QSW Program provided an applicant is awarded enough points from other categories of the selection grid to attain a passing score.

The first-come, first-served application process for the Quebec Skilled Worker Program has been replaced with a new ‘Expression of Interest’ application system, where applicants may submit an online profile at any time to be considered for immigration to Quebec.
